The government, through the promulgation of P3A (Amendment) Ordinance 2020, is encouraging private sector to pitch innovative proposals to the government (through submitting unsolicited proposals USPs to further government's development agenda through private sector participation. The government aims to encourage the USP regime by proposing to incentivize the Proponent through offering the Proponent a clear bidding advantage both in terms of Technical and Financial scoring.
P3A currently is processing several USPs in different subjects ranging from full-blown automated reservation system to operating electric buses in the capital city of Islamabad.
