Pipeline Projects
P3A projects pipeline primarily emanate from PSDP+ Portfolio of the Government of Pakistan. Government of Pakistan, given its aggressive pursuance of its development goals, has devised a PSDP+ regime whereby the private sector investment is proposed to be attracted in developing and managing public infrastructure. The Regime comprises of more than 160 projects out of which 50 projects are a provincial subject while the remaining projects are being undertaken by more than 21 implementing agencies of the federal government. Following chart captures the overall snapshot of the Portfolio:
Given its mandate, P3A is currently a portfolio of following 47 projects (out of total of 105 Federal projects) which 22 are ‘Qualified’ and 25 are not ‘Qualified’. A ‘Qualified’ project, in accordance with the P3A (Amendment) Ordinance 2020, is a PPP project which involves one or more of the following namely:
| 1- | Government Funding, including Viability Gap Funding (VGF) (to improve the financial viability and bankability of the project) |
| 2 - | Sovereign Guarantee(s) to be issued by the Government |
| 3 - | P3A Project Development Fund (PDF) support (to meet transaction advisory costs related to development and procurement of a project on PPP basis), or |
| 4 - | Any project prescribed by P3WP or CDWP as a ‘Qualified’ project. |
